Measure J – A Study in Contradiction

Santa Cruz County officials to this day refer to 1978’s Measure J as their guiding document for housing, environment, resource use, growth control. Notwithstanding that a 35-year-old document might have some modern day relevance issues, it’s enlightening to read what passed muster. Like this section:

Why on earth would Santa Clara County planning policy intentionally generate demand for housing in Santa Cruz County? And why on earth would Santa Cruz County accept such a deal when Santa Cruz County’s Measure J and planning policy purport to control growth.

But then there is this:

Measure J HousingAha! Now we get it.

Control growth with building permit limitations against citizens so capacity is not exceeded, but an uncontrolled growth crisis is going to happen because of a neighboring county, so let’s build government housing to make it all better.

And that is how Santa Cruz County got into the house building business.
